The rules were enacted as a bylaw in order to better understand the nature of the crime Trafficking in human beings, when the need arose. I that maner, the Vlasic Procedures were transformed into Rules. All roundtable participants agreed that the Rules were made to identify common principles and standards of work relating to identification procedures, organization of protection and assistance, primary and secondary prevention and other activities related to protection and assistance to victims of trafficking and witnesses, victims of trafficking citizens of Bosnia and Herzegovina.
